Meta will change the economics of customer support on the WhatsApp Business Platform on October 1, 2026. From that date, service messages—the free-form replies a business sends within the 24-hour customer service window—will be charged per delivered message. Each business phone number will receive 1,000 free service messages every month, and Meta will start charging with the 1,001st delivered service message.
Precision matters: this is not a one-time free trial, it does not mean every WhatsApp message will cost money, and it does not remove the 24-hour window. It is a recurring monthly allowance, per business phone number, exclusively for service messages on the WhatsApp Business Platform/API. The WhatsApp Business app that a person manually uses on a phone is not the product being priced in this announcement.
In one minute: 1,000 service messages are free each month per number; unused messages do not roll over; only delivered messages are charged; rates depend on the recipient's market; the 24-hour customer service window still applies.
What changes on October 1, 2026
Meta keeps service messages free through September 30. Starting October 1, the following rules apply:
- Service messages become chargeable. These are non-template replies a business sends after a user starts or continues a conversation.
- Every business phone number gets 1,000 free service messages per month. Meta charges from delivered service message number 1,001.
- The allowance resets monthly. Unused free messages do not carry into the next month.
- Utility templates sent inside the 24-hour window also stop being free. They are billed as utility messages and do not consume the free service-message allowance.
- The 24-hour window remains. Each new user message opens or resets it; businesses still cannot send free-form replies outside that window.
- Billing is based on delivery. A message that is sent but not delivered does not incur Meta's message fee.
Meta also highlights an operational consequence: if a WhatsApp Business Account has no payment method configured by the end of September 30, the platform will stop delivering service messages when charging begins. If WhatsApp is part of your support operation, do not leave this check until launch day.
The rate depends on the recipient—not your company address
Pricing is determined by the recipient's market, generally identified from the country calling code. A Mexican company replying to a Peruvian number pays Peru's rate; a US company replying to a Mexican number pays Mexico's rate.
For Mexico, Meta's official USD rate effective October 1, 2026 is US$0.0085 per delivered service message. It is also the market's list rate for utility and authentication. Marketing is considerably more expensive at US$0.0397 per delivered message.

What 2,000, 3,000, or 10,000 replies will cost in Mexico
The monthly service-message estimate uses a simple formula:
Cost = max(delivered service messages − 1,000, 0) × recipient-market rate
The calculations below assume one business phone number, one calendar month, Mexican recipients, delivered service messages, and no 72-hour free entry point from a Click-to-WhatsApp ad or Facebook Page call-to-action. Taxes and BSP markups are excluded.

Realistic example: a team supports 500 customers during the month and sends six free-form replies per customer. That is 3,000 delivered service messages. In Mexico, 1,000 fall within the allowance and 2,000 are billable: 2,000 × US$0.0085 = US$17.00. The 500 messages sent by customers are not charged.
The same volume can cost 37 times more across markets
Geography matters more than company size. At 3,000 service messages per month, the 2,000 messages above the allowance cost US$1.60 in Colombia and US$60.00 in Peru. A global blended average hides too much; forecast by destination market.
